Bainton & Ashton Parish Council Meeting
The first meeting of the Bainton & Ashton Parish Council for 2011 was held at the Reading Room on Tuesday 2nd January Meetings will now be held on the first Tuesday of each month, except for August Apologies for absence were received from Cllr Harris and there were 4 members of the public present.
The budget for 2010/11 was reviewed and the budget for 2011/12 was agreed. The Clerk was asked to look for a more favourable account for the Parish Council money as the current rate of interest is very low. The Council agreed to accept the invitation from Ufford Parish Council to share subscriptions of societies used by both Parish councils. The Village Design statement will now go to the City Council for further consultation. It was agreed to support the Barnack ward application for Neighbourhood Council money to be used for grit boxes in the villages. The Clerk will request a hard copy of the electoral register to keep on file as the electronic copies were not user friendly. Cllr Fletcher gave a brief report on the training session attended by himself and Cllr Harris which highlighted the obligations of being a Parish Councillor and the correct procedures for meetings.
Councillors agreed that an item to cover ideas and suggestions to form a long term strategy for the Parishes will be put on the agenda. It is hoped to have a forum to encourage residents to have their say on how they see the future developing.

Ufford Parish Council Reports, Dec 14th and Jan 10th
1. Leaflets on Home Energy Efficiency and Home Insulation are available for residents who are interested. Ring Frieda on 740343 if you would like to borrow them.
2. The traffic calming speed signs have now been ordered. They are similar in design to those in neighbouring villages.
3. PCC Highways officer, Brian Rowcroft and Frieda carried out a site visit to Walcot Road to look at vegetation overhanging and growing on the footway. Some has already been cut back and letters will be sent to several residents reminding them that it is their responsibility to keep their section of the footway clear. They are allowed a fortnight or so to carry out the work and, if this has not happened, the council will do the work and send them the bill. The main problems are caused by self-set plants growing on the verge on the south side of the road. Some of these will be cut back by the council but if trees are not causing a problem at present, they will be left.
The hedge clippings which are making the footway impassable between the Ufford parish boundary and the bridge, and are in Southorpe parish, will be cleared up.
4. Walcot Road residents and UPC are concerned about the lack of rainwater drains and, in particular, about the flowing water and puddles in wet weather. Residents are invited to take photographs, for example of the puddle in the gateway of Walnut Cottage, and send them to Brian Rowcroft. He was sympathetic but could promise very little in the present financial situation.
5. The gates across Ufford drift are now in place. Nick Vergette was thanked by the parish council for installing them and we hope there will be no more burnt out cars.
6. An Ufford event of some kind is proposed for next summer. Please let Keith or Ian know if you would like to be involved.
7. It was agreed that a letter should be sent to our MP expressing our concerns about the future of Southey Woods.

Barnack Parish Council
The meeting held on Monday 10 January 2011 in the Wilfrid Wood Hall was attended by Mrs J Woollard (Chairman), Mr E Barker, Mrs S Berrill, Mr H Brassey, Dr I Burrows, Mrs D Dolby, Mr D Roxburgh, Mrs R McCallum (Parish Clerk), Cllr D Over, PC N McCallum, Mr J Wilcockson (Landscape Officer, Peterborough City Council), Mrs R McCallum (Parish Clerk) and 7 members of the public. The junction at Uffington Road is still flooding and has been reported it to Highways. A further letter will be sent regarding the proposed cycle racks. Volunteers are needed for the Speedwatch training. Mr Barker will speak to the current volunteers to find a co-ordinator for the group to ensure the equipment is used. The lock on the Pilsgate notice board needs attention. It was agreed that it should be repaired and that if possible one side of the board could be locked for the parish council use while the other side could be available for village use.
The next Neighbourhood Council meeting is on Tuesday 25 January at 6.30 pm at Ken Stimpson School. 22 trees have been planted on the B1443 between Pilsgate and Pilsgate Hill and 4 on the Uffington Road. A further 16 trees will be purchased and planted on the Uffington Road.
The work in the Church has now started, and should be completed in 8 weeks, so that the resurfacing work of the churchyard path can now be progressed. A further letter will be sent to Peter Tebb to ascertain when the B1443 weigh limit will become permanent.
Applications have been approved for the construction of a detached 3-bed cottage style dwelling with integral garage at plot adjacent to Everdon, Pudding Bag Lane, Pilsgate, and the alteration and extension of existing garage block to form annexed single storey accommodation at Shielling, Stamford Road, Barnack. Notification for the refusal of the planning application for the construction of a 4 bedroom cottage and detached garage at land adjacent to 1 Pudding Bag Lane, Pilsgate, has been received.
The application for the construction of a barn for rabbit breeding and construction of 1 Poly tunnel for trees, shrubs and plants at land to the west of Uffington Road, Barnack. has been referred to Committee. There were no objections for the applications received for the renewal of external doors to main entrance with white aluminium doorset and provision of 2100mm fence panels, posts and gates at Barnack Church of England Primary School, School Road, Barnack; a kitchen extension at 3 The Stackyard, Pilsgate; the construction of a garden room at rear elevation at Rowan House, Station Road, Barnack; the siting of flags and advertising boards for the development site in Uffington Road; and the felling of 2 Cypress trees at Glencoe, School Road, Barnack. The prospective purchasers of the land adjacent to 1 Pudding Bag Lane, Pilsgate discussed their plans for a three bedroom property on the site. John Wilcockson, Landscape Officer, Natural Environment Team, Peterborough City Council, gave a comprehensive summary of his role within the Planning Team. Any tree that is 75mm in height within a conservation area is protected, and the local authority needs to be informed if any work is to be carried out on it. Hedgerows within the landscape are automatically protected. Hedgerows cannot be removed without planning permission. Shrubs are dealt with by the Landscape Architect. Mr Wilcockson actively encourages people to contact him to discuss any applications. Grit bins have been requested throughout Barnack.
A meeting for the Sports Pavilion was held on Monday 7 December. Mr Harris reported that the severe weather conditions had seriously affected progress on site, but work has now resumed. Cllr Over stated that in February the Area Allocation document should be received and agreed to attend a working group meeting of the parish council to discuss the implications of this document.
PC McCallum was pleased to announce that there had not been any crimes reported since the previous meeting for Pilsgate or Barnack. Repairs will be requested for a sunken metal cover in the Square, a sunken drain cover in the road outside Red Lion House and the pathway alongside the Rectory. The Fix-it van will be asked to undertake a litter pick on Uffington Road and Anglian Water will be asked to clear the litter from the Stamford Sewage works entrance in Uffington Road and from the pathway leading to the pumping station.. An enquiry was made during the Open Forum for a footpath between Pilsgate and Burghley House, even using the edge of a field if access was available. This will be investigated.
