Bainton & Ashton Parish Council meeting Sept 11

The meeting was held on Tuesday 6 September .   There were 4 councillors present, two members of the public and Cllr David Over.
Financial matters were discussed and agreed and authority to pay various invoices including for grass cutting, playground maintenance and allotment rent was passed.
Moving the bus stop was discussed but in view of the costs involved and a recent offer to move the pick up point for the school bus it was felt that the matter was now drawing to a satisfactory conclusion.    Moving the pick up point will avoid the potential hazard to children waiting at the bus stop from traffic undertaking in the lay by.
The Council had received a thank you letter from Roger Gay re the positioning of dropped kerbs  along the Barnack Road and the council agreed to monitor the remaining ones still to be done.
The Tallington Road trees will be trimmed by the City Council  and thanks to Mr Sylvester and Mr Bratley for their input into this matter were expressed. 
It was agreed to convene a meeting of local organisations within the next few weeks to discuss the possibilities for Jubilee Celebrations.
Please note that a meeting has been arranged in the Reading Room for 14 October with Inspector Louise Angel to discuss the new policy regarding Rural Policing.    Leaflets will be circulated round the village and other parishes notified.      It is very important that residents take part in this meeting to ensure that we get the best possible police service in the villages – bearing in mind that the cuts already made will not be reversed.
Cllr Morrice expressed her intention of retiring from the Parish Council next May.    If you are interested in your village and how it is maintained please consider standing as a Parish Councillor.

Changes To The Way Your Village Is Being Policed

Your Parish Council has organised a meeting with our local Inspector Louise Angel and Chief Superintendent Hebb to discuss  the new policing arrangements for Rural Areas.    As with so many services there have been budget cuts which will affect the way in which crime in the villages is dealt with.    Please come along and hear what they have to say and also to voice your opinion on what you feel should be happening bearing in mind that the cuts have already been made.    The Police house in Barnack is up for sale and our local policeman will be moving to Werrington to live.     It would appear that Rural crime is already on the up (looking at the e-cops emails ) and we therefore need to be extra vigilant about anything happening in our neighbourhood. Southorpe Parish Council

The Parish Council met on Monday 12th September; Parish Councillors David Edwards, Adrian Robinson, Edward Elwood and Sue Joy were present along with Councillor David Over and the Clerk, Daphne Williams. Apologies were received from the Nick Lodge and PC McCallum.
Since the last meeting in May, rumble strips had been installed at both entrances to the village and the Fix-it Van crew had cleaned out the bus shelter in Walcot Road.  BT had been asked to paint the telephone box but have not done so yet; they have advised that they still intend to remove the box although no date has been set.  The Clerk would request again that the box be painted if it is not to be removed very soon.  Adrian Robinson advised that hedges in the village would be cut back in the next few weeks by Walcot Estate. The Clerk has requested that Enterprise (the Fix-It van’s replacement) remove the weeds from the Walcot Road footpath.
Use of a £500 donation from Peterborough City Council for environmental projects was discussed.  No specific project has been identified and residents are encouraged to put their suggestions to the Parish Council.
The Rural North Neighbourhood Committee have £25000 available to fund capital purchases; £5000 will be allocated to the Ward and Cllr David Over sought views on whether this should fund a single project or be allocated between the five parishes for local use. After discussion, it was decided that Southorpe would bid for a share of the funds with a view to donating it to Barnack School for use on the outdoor classroom.  Adrian Robinson agreed to attend the next Ward meeting to represent the Parish Council.
A planning application to extend the time limit on the conversion of two barns into a single dwelling at Stud Farm had been received.  There were no objections.
David Edwards presented the finance report.  Cheques were signed for the auditor’s fee and for the annual insurance premium. It was agreed that £100 be transferred to the Entertainments Fund to help finance the Bonfire Party; David Edwards advised that the additional insurance for the event would be approximately £100 and it was agreed that £250 would be spent on fireworks.
The next Parish Council meeting is on Monday 5th December at 7.30pm at Mason’s Cottage.

Report on Ufford Parish Council meeting, Sept 13th 2011

The meeting was attended by David Over and 12 residents.
1.    Presentation by John Wilcockson, PCC Landscape Officer, on Trees in a Conservation Area and Tree Preservation Orders.  If required, a full transcript can be provided by all councillors.
2.    Presentation by David Marshall, PCC Chief Enforcement Officer, on ways of combating our dog fouling problem.  If you see this happening, the procedure is to phone 01733 747474, giving details including when, where, person involved, breed of dog.  This can lead to a court appearance and a fixed-penalty fine of £50.  We could put notices on lamp posts but are inclined to believe that the problem is not caused by ignorance of the law.
3.    Ufford and all the neighbouring parishes are stepping up the Speedwatch campaign, with the co-operation of Norm.  The highest speed in Ufford, recorded in the last fortnight, has been 56mph and about a third of drivers are exceeding the 30 mph speed limit.  Stickers, costing 84p each, reminding drivers to slow down, can be stuck on to wheelie bins.  Please let councillors know if you would like some.
4.    Planting of ornamental trees on the verges in Main Street.  The consultation will continue and we would like to reassure residents that no planting will take place outside their house unless they agree to it.  There will be hedge and tree planting on Bainton Road during the coming winter.
5.    Following the problem of ice on the footway on the hill last winter, Ufford is having a grit box which will be sited adjacent to the telephone box.  Volunteers will be required to spread the grit.
6.    Flooding on Marholm Road after heavy rain was reported and PCC highways will be informed.
8.    The next meeting will be on Tuesday October 11th at Ufford Village Hall starting at 7.30pm.  All welcome.

Parish News Report for Barnack Parish Council Sept 11

The meeting held on Monday 12 September 2011 in the Wilfrid Wood Hall was attended by Mrs J Woollard (Chairman), Mrs S Berrill, Mr H Brassey, Dr I Burrows, Mrs R McCallum (Parish Clerk) and PC N McCallum.   Peterborough City Council (PCC) will be asked to commence the work of lowering the kerb alongside the Village Information Board to facilitate disable access.  Chief Superintendent Hebb was unable to attend the meeting. However members of the Parish Council will attend the meeting at 7.00 pm in Bainton Reading Room on Friday 14 October, when Chief Superintendent Hebb and Inspector Louise Angel will discuss the new police arrangements and answer concerns from those attending. This will be an open meeting to which all village residents are invited. PCC will be contacted once again regarding the 20mph signs on Bainton Road asking for the signs to be put in place as a matter of urgency.  Mrs Woollard attended the Planning Committee meeting to speak against the free range rabbit farm development. The application was refused by the planning committee. Officially notification will be received for next month.  The light by the war memorial has been replaced. The holes in Wittering Ford Road and the hole in verge in Orchard Road have been filled, a further letter has been sent regarding the brambles on the C40.  PCC are going to replace the bus shelter at the end of Jack Haws Lane.  The Parish Council will ask for the design to be same as the one in the Square.  Raised kerbs will also be installed for the stop on the opposite side of the road, but clarification has been requested. Grit bins will be installed in six locations before the winter. Signage for The Millstone was discussed.  This last month seven new volunteers were trained for the speedwatch board and speedchecks were carried out. Two more volunteers are need for the village to have four teams. The village has the board one week each month and volunteers would only be asked to give a maximum of two hours of their time each month. The Parish Council urge you to consider helping in this valuable work to make our village a safer place for us all. Any volunteers wishing to be trained on the Speedwatch board should contact the clerk on 01780 740047 for their details to be passed to the trainer, PC McCallum.  Approval was received for the planning applications for alterations to utility room at 7 Orchard Road, Barnack and the construction of two storey rear extension and bay window at 3 Bainton Road, Barnack.  There were no objections from the Parish Council for the planning application for the removal of a Cherry tree and Leylandii tree at Shieling, Stamford Road Barnack.  Approval was granted for the payment of the outstanding accounts, the receipts and the budget control and bank reconciliation reports.  It was reported that the first Jubilee Committee meeting will be held on Monday 19 September.  The next Neighbourhood Council meeting will be held on Wednesday 28 September.  A report on the Police Panel meeting was given.  The Council asked for thanks to be passed to PC McCallum for his invaluable work in the rural areas. Cllr Over reported that most duties are now outsourced by PCC and that this is saving a considerable amount of money.  PCC will be asked to sweep the streets of the leaves to save the drains becoming blocked and the Fix It Van will be asked to sweep the leaves from around the west gate of the church on a regular basis throughout the autumn. A request will be made for the holly bush to be trimmed and reshaped in the churchyard.  Burghley Estates will be informed of a gate entrance into their property at the back of Orchard Road. A missing grating on the footpath in Station Road will be reported to PCC.  The next meeting is on Monday 10 October 2011 at 7.30 pm in the Village Hall.  All are welcome.  Full copies of these minutes are displayed on the village notice boards.
