All Councillors were present and also 3 members of the public.
The Budget and Precept for financial year 2012/2013 was discussed and agreed and the monthly financial report signed. Further representations will be made regarding the hatching markings at the bus stop which councillors feel are not definite enough. Two full grit bins for use by residents are now in place in the Reading Room car park and in Ashton. The request for funds to clear and replant the Washdyke under the Natural Environment Projects grant had been refused but an offer made for other possibilities in this area. Quotations will be requested for the Parish Council to undertake the clearance and cleaning up. Ownership of the piece of land is not registered with the Land Registry but it would appear that it is a village amenity and as such should be registered as a Parish Council Asset. The Clerk agreed to undertake further investigations.
As yet the trees in Tallington Road have not been trimmed and the Clerk will request that this be expedited whilst the trees are dormant.
The organisation of the Jubilee Celebrations is now well under way and it was agreed to finance regular newsletters to be circulated to all residents informing them of what will be happening. Peterborough City Council (PCC) were unable to give a definite date for the commencement of work for the lowering of the kerbs around the Village Information Board. All of the senior police present at the recent police meeting acknowledged that PC Norman McCallum was doing an excellent job in the rural areas. His time schedule has now been re-organised, after the complaints received from the parish councils, and he is now spending more of his time back in the rural areas but he is still working at Peterborough City Hospital. Cambridgeshire Police Authority unfortunately still intend selling the Barnack Police House, although a date has yet to be set. The 20 mph. signs have been instated outside the entrance to the school on Bainton Road. PCC will arrange a site visit within the next couple of weeks for the replacement bus shelter in Bainton Road, but no date was given for the work to commence.
Further letters will be sent regarding the widening of the slip lane on the A1 and to Burghley Estates requesting access for pedestrians to walk along the edge of the field running down alongside Pilsgate Hill. The leaves are now being swept regularly by the west gate of the church. An environmental grant will be applied for. A report from the Jubilee Committee was received. At the next meeting finalisation of the plans will take place. There will then be an open meeting to invite anyone interested from Barnack and Pilsgate to attend. The plans will be outlined and ideas from the public will be welcomed. Following the latest Rural Panel Meeting, the three priorities are antisocial behaviour in Wittering, parking and speeding outside Glinton Junior School, and the prevention of theft of house fuel.
The Parish Council thanked PC McCallum for the speed checks he has carried out throughout the villages. PC McCallum reminded residents that it is very important to report all suspicious behaviour to the police on 101, and obtain a crime number. Crime numbers are the only criteria used by the police to assess the level of crime in an area. If incidents are not reported, however small, the rural areas will lose police time. Faulty street lights in Bishops Walk and Owen Close will be reported to PCC. The village walk leaflets are displayed in the Post Office and Church. The shrubs alongside Kingsley House garden wall needs attention and a request will be sent to Enterprise Peterborough to address this issue. Residents were concerned that the 20mph limit could not be enforced, however, this is not the case, and, if caught, the police will take the necessary action. A further resident asked to be a Speedwatch volunteer.
The December meeting was held on December 12 and therefore the report will be in next months magazine. Everyone is welcome to attend all Parish Council meetings. The full minutes are displayed on the notice boards.
The Parish Council met on 5th December; all Councillors, the Clerk and Cllr David Over were present.
Following the previous meeting, the Clerk has again requested that Enterprise remove the weeds from the Walcot Road footpath. British Telecom has still not been able to provide any update on when the telephone box will be removed; painting of the box has again been requested and BT has provided a job number for painting in the late Spring as no maintenance work will be undertaken by BT between November and April.
Cllr David Over provided an update on funds available from the Neighbourhood Council and the Ward Fund. He advised the Parish Council that they should consider how they would like the village to look in ten year’s time and draw up a document outlining the village’s requirements on issues such as design standards, housing need, employment
opportunities and sustainability to submit to the planning department. He suggested that the City Council’s seven priorities were considered. It was decided that the Clerk would research the seven priorities and advise the Chairman who would circulate a document for ideas to be discussed at a later date.
Barnack PC intend to install some more oak benches in the Ward if sites can be identified. It’s thought that generally Southorpe is well supplied, but that a bench could be placed on the railway line footpath near to the dyke if the Walcot Estate were in agreement.
It has been decided that Southorpe will organise a picnic during the Jubilee Bank Holiday period of June 4th-5th 2012 to celebrate the event.
The pavement adjacent to the telephone box has now been fully resurfaced after representations to the City Council about the poor standard of repair. The Clerk will again ask that kerbing of the verge opposite be put on the highways department’s priority list as it continues to be of concern to residents. The funding of this work was discussed and the Clerk is to ask PCC for some costings so that the Parish Council could consider offering to part fund the work.
Jack Robinson has confirmed that the overhanging branches and brambles on Walcot Road and near to the telephone box will be cut back by the Walcot Estate. A request had been received from a resident asking that the overhanging branches also be trimmed in mid-summer next year; Jack Robinson again advises that this should take place.
