Southorpe Parish Council
The Parish Council met on 6 December, Four Councillors and the Clerk were present. Apologies were received from Sue Joy and David Over.
Following the previous meeting, the Clerk has been advised by the Fix-It Van team that they cannot clear the weeds on the footpath opposite Southorpe Terrace as it is a 60 mph zone. The Highways department has been asked to arrange for the work to be done and will be hastened again.
An application has been made for a £225 PCC Environmental Projects Grant to fund bird boxes for the playing field and to be distributed to residents. But, whilst PCC’s Environmental Officer is supportive of the project to place boxes on communal areas in the village, he is unwilling to fund boxes on private land. Jack Robinson has researched the bird boxes available at Vine House Farm of Market Deeping and arranged a discounted price. The grant funding available will be used to buy six durable boxes from Vine House Farm for the playing field. The cost of the proposed village pond project is likely to be less than £1000, so it has been agreed that additional funding of up to £500 can be provided by the parish environmental fund to buy a total of 40 boxes for distribution to residents.
The village Bonfire Night Party was a great success with good attendance. £158 was raised by the raffle and will be used to help fund next year’s fireworks. Thanks are expressed to all those who organised the event and helped on the night.
A BT inspection box has been exposed on the kerbside in Main Street as the verge has collapsed. The Clerk will advise BT.
Planning application 10/01399/CTR to raise the crown of the copper beech adjacent to the phone box has been approved.
Advance notice has been received that PCC will be reducing grant funding to Parish Councils in the financial year 2012/13 in line with the expected reduction in grants that the council will face as a result of the Spending Review. David Edwards, as Responsible Financial Officer, has advised that he will need to increase the level of precept applied for in 2011/12 in anticipation of this increase as the Parish Council would otherwise risk being unable to fund essential expenditure from the precept.
John Wilkinson, PCC Landscape Officer will be invited to the Annual Parish meeting in May 2011 to give a short presentation on trees and hedges.
The next Parish Council Meeting will take place on Monday 7 March 2011 at 1 Middle Farm Cottages at 7.30pm. All residents are welcome to attend.
